Die Afscharen waren einer der ursprünglich 24 turkmenischen Oghusen-Stämme und kamen wahrscheinlich mit den Völkerwanderungen unter den Seldschuken in das Gebiet des Nahen und Mittleren Ostens. Der Überlieferung nach soll sich die erste Welle der Afscharen unter Tamerlan in Urmia und Umland angesiedelt haben, historische Belege finden sich jedoch erst aus der Zeit der Safawiden-Dynastie, als sie prominente Mitglieder der Qizilbāš- und Šāhsivin-Stammeskongregationen waren. Unter Nādir Šāh wurden etwa 3000 Familien von Urmia nach Süd-Aserbaidschan umgesiedelt, sie kamen unter ihm zu neuer Stärke. Unter den Kadscharen leisteten sie der Regierung weiterhin militärische Unterstützung, doch waren die Klans dermaßen fragmentiert geworden, dass sie ihre frühere Macht einbüßten.
